I have rewritten your issue as I understand it.
You made full payment on a contract to buy plastic scrap in November of 2012. You dealt with a Seattle company that has headquarters in Florida. Payment was wired to the owner’s head office in Florida. The owner is threatening bankruptcy. The company has not delivered pursuant to the contract.
You should sue the company in Florida and Washington. If the owner files bankruptcy you will also need to file a claim with the bankruptcy court. Unless there is personal wrongdoing on the part of the company owner, you would not typically be able to bring suit against him personally.
This is commercial litigation and you should enforce your contract rights.
